If the goal really was late the green light should have come on and blocked out the red. Especially considering the the goal judge's natural delay to react in hitting the button.

One would have to be a pretty special goal judge to have a reaction time faster than a tenth of a second. Even if you choose to accept the WHL's claim at face value, the most realistic conclusion is that the judge actually jumped the gun in anticipation of a goal.
