If anything, Chow is likely to be the beneficiary of vote-splitting. Right now, there are four right-of-center contenders (Ford, Tory, Stintz, Soknacki) whereas Chow has the left end of the spectrum pretty much to herself. If there is any vote-splitting, it will be amongst conservative voters who don't want to re-elect Ford (i.e. Tory, Soknacki, and Spitz supporters, assuming none of them drop out of the race).
