My connection is terribly slow right now as I have a few other things running - that first gif was loading frame-by-frame. The first thing that moved on Burrows was the head snapping back. It may have hit the chest at the same time (especially from that angle, tough to say 100% and therefore I may indeed be wrong) but the hit at the very least made contact with the head at the same time.
If it was the chest first, you would see Burrow's head snap a bit forward first. It looked like it snapped back immediately with the hit, which leads me to believe that it was indeed the head that got hit first (or at least, at the same time).
