Seems like the arm and shoulder contact at the same time. But the main part of the hit is through the shoulder, the arm isn't really doing anything. The force of the blow is directed through the shoulder to Burrows' head. Niederreiter's shoulder explodes up into Burrows' head without leaving his feet. It looks to me like it hits his chest first and then rolls the body to the neck/chin. a shoulder directly to the head is pretty unmistakable.
