Seems like the arm and shoulder contact at the same time. But the main part of the hit is through the shoulder, the arm isn't really doing anything. The force of the blow is directed through the shoulder to Burrows' head. Niederreiter's shoulder explodes up into Burrows' head without leaving his feet. Be interesting to see if it does result in a suspension.
