Not only that, but that specific project was completed in 2010. It says it right on the page. That means its been public knowledge for over three years; if this was the actual design it would have been discussed to death by now.

I can tell you, with absolute certainty, this specific concept isn't anything. Studies happen all the time, and this should be nothing more than a footnote. People need to understand that a study is far, far, far from anything that acutally gets built. If people knew how many things get 'studied' first and never built, you could make a library out of that material which would fill the Saddledome from top to bottom.
