It's highly dependent on what you're getting for $800. Is there a google Adwords component? Is there new copy/content being created? Is the sitemap being submitted to Google Webmaster tools? Will you be getting measurable reports/metrics after spending the money?

On the surface $800 for "cleaning some things up" seems high, and I'd be tempted to take that budget elsewhere and get a quote. Or at the very least a specific breakdown of what $800 is getting you, even if it's just a rough breakdown of hours.

As opendoor said there's basic "best practice" SEO stuff that should be done when a site is a build, this just includes basic stuff like proper valid code, alt tags and alike. Those in and of themselves shouldn't be a separate line item on an invoice, but included in the core development of the site. Some of the additional stuff I mentioned would be "value add" and have additional cost considerations.
