We are making an Act 4 diablo run at about 9PM and just hanging out then they said they will make a server wide announcement at 10PM when RoS is unlocked and then we beat Diablo and the game will transition to Act 5. Doing it this way will avoid queues of making a new game after. Hopefully it plays out well.
Edit: I find it crazy that they are going to seamlessly launch the xpac. No server downtime at all

I believe they did the seamless launch for the SC2 expansion as well.
