Not sure if it was equipped with one and until recently ELT's were designed for land crashes not to go off in sea water. the two ELT's on the 777 had the sea water sensors.
They knew approximately where air france went down anyway because the ACARS's system were sending out warnings and the transponder was on. at least they knew where to search.
