Colorado is called for tanking because it was obvious 10 games in last year that their coach wasn't getting the players to do anything anymore and they just sat on it and didn't attempt to correct anything ... at all.

Quite a big assumption there with no proof. Maybe they knew it was a shortened season and thought they'd make big changes in the off season as they did and let these guys start fresh. Maybe Patrick Roy is who they wanted so they had to wait until he was done with the Remparts, as they did.
