It was not sarcastic. And keep in mind that people asked for all of those things; including the end of 3 year contracts.
These CRTC rules were fought by the cell companies. I have also personally seen them help people out. A friend who is lower income has an issue with their router, and was presented with a $500 overage bill. This legislation brought that down to $50.
It just GMG when people say the CRTC does nothing for consumers, but then ignores something huge that they have done recently. Do they have a lot of things that gives advantages to the big companies; sure. However not everything is, and I have actually used the CRTC to my advantage several times.
