They basically do if it's for a product that you can't buy.
Is Geico going to want to pay for Canadian eyeballs when they don't do business in Canada?
Even for an international product, the ad budgets and sales figures are still processed locally. If you're a media buyer for Anheuser-Busch in St Louis you're not going to want to pay extra for ads airing in March Madness because they can be seen in Canada and might increase sales of Budweiser in Canada. Even if sales go up in Canada, the money from those sales will go to Labatt's, not you.
That's why the NCAA sells the rights to TSN, so they can sell ad space to Canadian companies for those Canadian viewers.
