At any given time, there are always people there looking elsewhere for another job.... but they can never find one that pays as well or has as many benefits for their skill level. Plus they all know that even if they do a sh**ty job they will never get fired... they can't get fired, unless its for something like theft or gross negligence. Basically they have a job for life.

Again, overstaffing is often a problem which is why you need constant audits to make sure employees are productive.
But 15 sick days per year isn't that bad. We get as many as we want and most people are with 10-12. So 15 isn't that crazy.
