So lets say Flames work out a deal with another team, where the Flames will sign Cammy to a $6M deal, and then immediately trade him to another team, while retaining $3M of the salary, and getting a draft pick back in return for absorbing part of the cap. Is there some sort of cap circumvention rule against this?

Id hope we offer him 2-3 at 5 or so and trade him retaining half salary for a 1st+
Good prospect.
I haven't actually read the cba but I have no idea why they would disallow this. Cammi at 2.5 for a few years either gives an elite team a serviceable secondary threat for cheap, or a cash strapped team a top 6 scoring winger that will fit into their budget easily.
I would be very disappointed if the flames do not retain cammalleri before free agency
