From what I understand, would his ELC not change from a 3 year to a 2 year if he signs it entering his 21 year old season? I believe there's a smaller signing bonus.
Also a PTO is not a pro contract. If he's hurt, I'm not sure what insurance covers. There's also always the possibility of a career ending injury, preventing him to ever sign an ELC.
