Nope, the airlines themselves configure the seating which ever way they want on the tracks in the floor. I believe that besides cutting down on leg room to get a few more rows in, AirTransat also uses narrower seats, and then squeezes an extra seat into every row, which also results into a narrower isle. That is also why you have lower luggage limits, the weight of those extra people adds up and the plane has a finite carrying capacity.

I think you might have sparked something!!!!!
Its brutal... The limit is 20kg or 44lbs per person. Frick, most of the luggage they make now a days weigh that much, meaning if you put more than 3 shirts and a tube of toothpaste in your bag you are over the limit.
Also to make matters worse, those limits are rarely enforced going down, but coming back the front counters enforce them like its a federal crime to go over the limit without paying!!!!!
