Military guys would know the specifics, but it depends on the air defense of the territory you are jumping into. HALO works by flying over an enemy air defense coverage to insert your troops on the ground. I would imagine that would mean above commercial airline elevation, so maybe 40k+?
Keep in mind, soldiers who do this have special equipment and oxygen.
While HALO may sound sexy, special operation soldiers will typically insert by HAHO (high attitude, high opening) as the advantage is that the transport can stay in friendly airspace and the operators can float into the insertion zone undetected.
