Because their management is bottom 2 in the league and their defense/goaltending are at an AHL level at best. Their forward group is terribly built with soft, one dimensional forwards and a supporting group of crap. Outside of Gordon and Hendricks I don't think they have a forward who would be considered even average defensively.
Blaming their problems on a losing culture is a nice narrative and maybe helps make people feel better about our rebuild but Edmontons problem is a personnel problem much more than winning/losing culture.
