The way I see it, rather than spend 2 million dollars to bring in a single second round draft pick by assuming a lousy contract....take that money and put it into the entire scouting budget for next year and get better results from the picks you do have. I understand that it's s lottery and that you you need tickets to play. But you have to think you really should use players as currency to get the picks, and use the money to get people who will find you better players.
