Some added context from the Herald article. The "swank restaurant" was the Banff Grizzly House, and the $800 bill was for a party of 14, or an average cost of $57 per person. So long as hosting the dinner was actually a legitimate business expense (the article didn't say either way), I don't see anything wrong with that expense.
