At my company we are able to "ping" the aircraft thru the ACARS system. Tells us position, altitude, fuel etc. This works thru VHF or SATCOM but must be initiated by us. It's not automatic. There are quite a few automatic reports but in cruise it's mostly as the plane goes over a flight plan waypoint.
Costs us $250 per vehicle. And I'm pretty sure it's using satalites to track. An undefeatable gps transmitter would be an awesome idea.
