Cost. It would have to be satellite based. Airlines not willing to spend the money.
At my company we are able to "ping" the aircraft thru the ACARS system. Tells us position, altitude, fuel etc. This works thru VHF or SATCOM but must be initiated by us. It's not automatic. There are quite a few automatic reports but in cruise it's mostly as the plane goes over a flight plan waypoint.
