If you weighted this as a per minute value (OT is only 5 mins), it becomes

1st: 28%
2nd: 33%
3rd: 32%
OT: 6.8%

So yes, it is still low for OT after factoring in 'per minute' scoring. Just working off the numbers that Alberta_Beef provided.
