From what I understand Carriers can physically enter the Black Sea, they might not be able to due to the Montreux Convention which bans aircraft carriers from the black sea basically. The Russians can park their Carriers their because of a design philosophy difference, where the primary role of a Russian Aircraft carrier is not just to launch aircraft.
