I would say it was explicitly necessary to shoot at that point. Someone intent on ramming their way out of that situation is using their vehicle as a deadly weapon. The cops shouldn't have to wait for someone to get run down before taking him out.
Incidentally, the Sun ran a truly classless front cover yesterday regarding this incident. Focused on the cop who had been in a previous shooting.
