A foward however, is useless without a stick on a PK.

Yes, but defensemen need to clear pucks and tie up sticks with a stick in front of the net, otherwise more goals would happen. Plus, defensemen get the first chance to clear a puck on a rebound usually. Not really that hard to figure out.
