Based on my experience in Helsinki, I feel cameras in residential areas are both more effective and less annoying than in other areas.

Outside of residential areas cameras tend to make people just break for the camera (because most people drive down that road all the time and know where the cameras are) and speed just after, which isn't helpful at all, and sometimes just creates situations where the traffic never settles to a specific speed.

In contrast, cameras especially in busy residential streets tend to set the general speed of the traffic, which is exactly the point. In less traveled areas, like near playgrounds and schools, I would really like more cameras. Parents that speed while dropping their kids to the school really grind my gear, stupidest thing ever.

Also, cameras do a pretty good job of keeping the nighttime speedsters in check.
