Pretty clear none of those rules were followed in this case, so if this is in Canada, the guy is in BIG trouble.

Of course if it's in any of the states with EXTREMELY lax carry laws, then the guy wasn't breaking any laws before he shot the moose.
Alaska has no permit system. If you can legally own a firearm you can carry one. In fact on the tv show "Alaska state troopers" they bring that up that so many carry because of the wildlife. But even then they would have busted this dudes ass
