I'd be interested to know where this happened.
If it was in Canada, this guy could/should be in a whole lot of trouble for riding around on his snowmobile with a loaded handgun.

As for whether or not this guy deserves to be charged for shooting the moose, I'd say if this was in Alberta, where I know a little bit about the laws involved, he absolutely should be charged.
The guy had every opportunity to turn around and get out of the situation. I would say this is a pretty clear case of harassing wildlife, and thus he should be charged.
