I don't know for the sure what the law is but I think it's important to note the part in bold at the beginning of quoted section

Urban streets in Calgary (and most towns and cities) will not be under Alberta Transportation jurisdiction but that of the City. Maybe the same applies, I'm not sure, I'd be curious to see if a cop would pull you over for it.
