No, I think the issues are random. Usually you can see how someone has decided on a particular issues based on the last paragraph in the blurb about his/her country.
For example in my country:
Young children are regularly seen wagering pocket money at blackjack tables, punitive tariffs protect local industry, the government awards prizes to television shows featuring stereotype-breaking minority roles, and the government is avowedly atheist
I think you usually have 3 choices on an issue: for, against, or some sort of compromise.
I voted
1) against regulated gambling
2) for tariffs on foregin goods
3) comprimise for affirmative action (related to televiosn stars)
4) against a government appointed spirituality advisor
which explains the last paragraph in the blurb about my country
