Not only is this not a freedom of speech issue at all, but this is exactly the type of activity promoted in police states. They want civilians to be vigilant against rule breakers and that want them to tattle on each other. Many former police states still suffer from civilian distrust, especially when cameras are involved. I shudder to think of what dictators like Stalin and Tito would have done if smart phones and social media were around then.

Which is probably the exact same thing every person buried in that cemetery would say to the person that took the photo and posted it if they had 5 more minutes on this planet.
