I am not a legal expert, but if this person repeatedly brought her dog after being asked not to, she may in fact be trespassing and charged with Mischief. I am not sure if 'desecration' is a crime or not or what would legally be equal to desecration, but damaging people's property can certainly be a crime.

This person, as I have said earlier, would be a real idiot if she continued walking her dog there if in fact she was asked not to.

Plots in Calgary are very expensive, thousands of dollars.
