Difference between solar time and clock time is only half of the equation. What's really matters is where social time cues (e.g. school, work, meals, TV, last call at the pub, etc.) fall relative to solar time, so where they fall relative to clock time is important too. For example, lunch doesn't have to be noon - that's just a cultural convention.
