If not, the old dude is in the wrong. I think its likely that either himself or one of his kids slipped on it and that is why he is ****ed. It is unlikely a guy like that (high socks, backpack, dog on leash, kids) would go after them for no reason.

Just so you know, wax goes on about a one half inch strip along the edge of the ledge. Wax is applied to help the trucks (axles) slide against rough surfaces such as bricks reducing the friction and damaged caused to the Trucks, brick and or concrete etc. There is no possible way that anyone slipped on the wax. First, It is not applied to the stairs. Secondly, If you were to step on it it has an almost tacky feel and would cause the reverse effect unless it was wet, which it was not.
