My thought is that Kate Mara wanted off the show for some reason, thus the quick exit (reinforced by her being cast in the new Fantastic Four movie). From how the first season ended, they seemed to have setup Zoe and her two reporter friends to be the main anti-Frank group trying to take him down, but then after she died the other two characters were pushed aside rather quickly and Raymond Tusk was setup as the nemesis
