Actively endangering people is not the same as a dog ####ting on a goddamn burial plot. IT'S GRASS. There's more life in the turd than there is in the damn box that's buried ten feet below.
Couple it with the fact that the dog owner did, in fact, clean up after her dog, and this is a complete non-issue.
