Trying to see this from all angles and basing a decision off of that.
One one side, she cleaned up after the dog. Fine that's cool. That's all I have for this side of how to view this.
EDIT: Possibly an area of convenience as there isn't anywhere else to take her dog in the area? But thats BS, let the dog crap on the sidewalk.
On another, Breaking a bylaw (more than one I think), allowing a disrespectful act (to me persoanlly anyways) to occur without much care (obviously as she wouldn't be there in the first place if she did). Maybe ask the Klatzel (name on tombstone directly affected by the pooping) family if they find this disrespectful. Who knows maybe their deceased loved one was a D**che in the first place. Odds are though probably not and would be visibly upset if they seen this photo.
Other side. Photographer could do other things like notify the cemetary of this lady and her pet is he found it so disrespectful and they can then deal with the situation appropriately.
It's not national news or even front page local news but If that chick let her dog crap on my Mothers or Fathers grave and someone showed me a photo of it, I'd be pretty P/O'd.
End result, shes going to get a little public shaming and that's okay. Maybe the family and Cemetary will see this photo and do something about it. If it's that big a deal to them. Who are the most directly involved.
