It was bad judgement and no one was hurt. Hopefully she realizes what she did wrong and doesn't do it again. There are so many things in the world to get upset about and this one is far down the list of worries. It's too bad by-law enforcement wasn't there to give her a fine, but they weren't so oh well.

I think she knew exactly what she was doing and felt no remorse when confronted. Chances are she'll back in a few days doing the same thing.
