If not, the old dude is in the wrong. I think its likely that either himself or one of his kids slipped on it and that is why he is ****ed. It is unlikely a guy like that (high socks, backpack, dog on leash, kids) would go after them for no reason.
It reminds me of the a$$es in Pricess Elizabeth Park who right when you cross the bridge from the YMCA they are jumping off the stairs and when you keep walking (since bikers/skatboarders dont have the right of way) they get ****ed at you. I know from experience that kids (age 13-17) tend to be quite brattish and frequently swear. If you were in a bad mood, it wouldnt take much of that to put you over the edge.
