I get that there's lots of loose ends to tie up, and plenty of story to work with, but it seems like they've shot themselves in the foot with story progression now that Francis has nowhere to go in the rise of power. I found his climbing to the top to be fairly pivotal, and it seems like they rushed it.

I would agree with this, I expect a lot firefighting to keep any loose ends from coming up, but I also foresee the 3rd season largely focusing on a re-election campaign.

I figure it will be with him being hunted. They got him to the top quicker then I expected.
