After their first rounder, the Oilers don't have another pick in this year's draft until San Jose's fourth rounder, which is currently bottom 5.
They'll probably acquire a draft pick for Hemsky, but the Flames should still be able to better any offer the Oilers make for first overall, unless the Oilers offer up one of their "special" kids, which would be an overpayment.
