My answer was probably simplistic, but power relations are a big aspect of sexual attraction, so while I don't think it's a "i am exerting power over you" as we might typically view it, it IS the power of the position that is attractive/makes the fantasy.
I think a similar thing is the man who sleeps with his secretary. The position of power grants the relationship a certain je ne sais quoi.

And on the end of the fence the vast majority of men who visit dominatrixes are men with a lot of power in their day to day lives be it CEOs , Judges, lawyers...etc. surrendering power and becoming the submissive one.
