I don't think that was the first. It wasn't even the first black & white buddy cop movie. 48 Hrs was probably the first of the genre in terms of comedies. There had been quite a few drama buddy cop movies and TV shows before that like In the Heat of the Night, Starsky and Hutch, Simon and Simon, Miami Vice, Dragnet. There's probably more.
But it's not that they used the buddy cop formula that bothered me as much as the use of the stereotypes and cliches within that formula.
