I've always felt that Project Mayhem was, at least in the movie, meant to be a somewhat nonsensical project. Hence the name really. More about causing havoc than actually achieving something. Tyler might believe in it (although it's debatable if Tyler truly cares about the things he talks about). But the Narrator, the real person, does not.
