I liked Dark Knight Rises, although I am tired of defending it these days, some people are just overly judgmental in certain cases. It had problems, but I love the scope and ambition the movie had. Some people seem to just nitpick it to death, but I don't mind overlooking certain aspects just because of what Nolan was trying to attempt. I would blame some of the story issues on David S Goyer, who is a terrible writer by all accounts. All I know is that Goyer directed Blade: Trinity, The Unborn, and The Invisible, which all three were abysmal movies, so in all likelihood he is mostly to blame.

I would agree Dark Knight is kind of overrated though, as it does have some of the same problems DKR has in that it tries to accomplish so much in only one film, and doesn't succeed in everything. The series would have been much better off had Nolan dealt with the Two Face character differently, and not made a poor decision in killing him off at the end. Although who knows what changed when Ledger died; Nolan may have been forced into a corner and was forced to go in a different direction than he originally planned.
