The X-Games will generally reward the rider with the best trick. So long as the rest of their run was decent, being the one who pushes the boundaries is what gets the high scores. FIS doesn't want to see anything sloppy and that includes those 'next level' tricks, which rewards solid but more conservative runs (as does the 2 run format). I don't like the FIS system as much because it doesn't set the best environment for the sport but also because the X-Games style judging is more about beating the other riders while the FIS format is more about beating the judges.
As you said, this is something the coaches should have been finding out, especially after those qualifying runs. However Parrot getting a 97 in qualification and then putting down a better run in the finals and not cracking 90 is one of the reasons people have been perplexed about the judging. It doesn't seem clear what they're really looking for.
