Intelligence officials in both scenarios both knew something causing destruction would occur. A terrorist attack and flood. Exactly how this destruction would play out was unknown in both situations.
This is completely off topic anyways. My point was that it is human nature to keep "war time" or disaster time leaders in power, even if they are failures like these two leaders.
