Parallels exist, but it's not the exact same situation. New Orleans was unprepared for something that everyone knew was coming. The Bush Administration was unprepared for something they were unaware was coming. Both are wrong and mistakes, but one looms larger. Also, I would submit that Nagin is clearly a racist where Bush is not.

Those are a couple of differences that I think should've pushed things the other way.
