I think the idea that it doesn't matter how much a rebuilding team overpays a player because the team isn't going to be near the cap is a flawed one. The key is to find a balance between having players who can play while not being stuck with contracts that would hamper the team in the future. In the Flames case, Cammy remains a legitimate top 6 forward and if the team doesn't re-sign him, who is going to replace him? Are there good UFA options available? If so, at what cost? Then again, can the team afford to overpay Cammy for more than 2 years? More than 3? More than 4?

Teams that have successfully rebuild don't languish in the bottom of the standings for 4-5 years. They start taking big leaps forward after 2-3 years and you want to be able to add the right players to push the team forward. So it's not so much Cammy taking away a kid's roster's spot, it's about contract length so that Cammy's big ticket contract ends about the time the team is ready to take the next step when the Flames are likely to be a cap team again.
